here are the the best people at CRD to report Harbourview trespassing info to;

jbell@crd.bc.ca (Jim Bell, Operations Supervisor)

That way, trespassing will be tracked and followed up on where possible. They are especially interested in learning about access points, particularly along Sooke River Road.
